This opportunity is a local national contract in the host nation of Germany subject to host nation labor laws and taxes.
Relocation and housing benefits other than Airfares from point of recruitment to location are not offered.
JOB SUMMARY :
Under the supervision of the Property Management Supervisor, responsible for maintaining all contractual requirements relating to Government Property.
Required to provide technical and administrative assistance to the Property Management Supervisor which requires a broad understanding of supply and logistics management.
Required to have experience in the operation of a Commercial Property Accounting System (PAS) and an integrated supply, maintenance, property and tactical finance system such as GCSS-
Army or other related (STAMIS) Standard Army Management Information Systems.
Must have a working knowledge of property management related policies, regulations, and procedures, and assists the supervisor in the management of all classes of supplies, parts and equipment issued to the OPMAS-E program.
Must assist and advise Primary Hand Receipt Holders in all operational outcomes of property in accordance with the OPMAS-
E Property Control Plan, internal operating procedures, industry leading practices and voluntary consensus standards.
JOB DESCRIPTION :
Duties include, but are not limited to the administration of all contractual requirements related to Government Furnished Property (GFP) and the accountability for all Government property provided to the OPMAS-E Project.
Responsible to establish property records in the Property Accountability System. Process and document shipment receipts, prepare and conduct all prescribed physical inventories.
Create, mark and label GFP. Ensure proper use, storage and care of all types of Government property. To administer preventive maintenance and repair policies on qualified GFP.
Prepare and submit reports as required by contract or requested by the supervisor. Perform automated / manual property utilization transactions to include the proper dispositioning of excess or serviceable and unserviceable GFP.
Assist with and perform various forms of relief of stewardship and property close-out procedures as assigned.
The Senior Analyst Property Records must assist the Property Management Supervisor and Primary Hand Receipt Holders in resolving issues pertaining to accountable records of all classes of GFP.
Must perform logistic material catalog procedures. Access and operate master data management systems and business intelligence and analytics systems for inventory management, accountability, pricing, accounting and reporting functions.
Maintain accurate and timely supporting document files for every automated outcome of Government Furnished Property as outlined by the Federal Acquisition Regulation (FAR) clause 52.245-1.
As required, travel to Government owned, contractor operated facilities and remote sites to perform property control inspections and physical inventories of Government Furnished Property (GFP) listed on the OPMAS-
E Project. This travel may be performed independently or as part of a team as the situation dictates.
Utilize Army Regulations (ARs), Technical Manuals (TMs), Supply Catalogs (SCs), and other related publications to obtain required technical information in order to assist requestors on the correct method or possible alternatives for procurement and disposition of serviceable / unserviceable equipment, parts and supplies.
Review all property book transactions in the property accountability system to ensure that all records are accurate, complete and posted in compliance with applicable operating procedures.
Must review the Government’s fiduciary records (GCSS-A) to ensure all Government property records, as it relates to GFP, is accurate and complete and reflects the same data found on the contractor’s system of records.
Ensure that all equipment classified as Controlled Cryptographic Items (CCI) is received, reported, stored, and safeguarded in accordance with applicable Army supply and security regulations.
Perform all property transactions and maintenance and analytic functions as it relates to the OPMAS-E contract and the performance of work.
Must prepare all documents, files and reports associated with the requirements of a 100% annual inventory, cyclic inventories and sensitive Items inventory or as directed by the Property Management Supervisor.
Must have a working knowledge and be able understand connectivity between the following : Global Combat Support System -
Army (GCSS-A), Asset Visibility Program (ASSTV), Communication Security (COMSEC) equipment accounting procedures, Army Master Data File (FEDLOG / AMDF), Army Enterprise Systems Integration Program (AESIP), Unique Item Tracking System (UIT), Modified Table of Organization and Equipment (MTOE), and Table of Distribution and Allowance (TDA), FAR & DFAR Government Property clauses and contractual requirements.
Work involves moderate lifting up to 50 pounds and exposure to a variance of elements; dirt, dust, noise, various weather conditions and fumes from various vehicles and equipment).
EDUCATION AND EXPERIENCE / TECHNICAL REQUIREMENTS :
Education : Individual shall have a High School diploma or equivalent, with one (1) year of College education preferred in the field of mathematics, bookkeeping, accounting, business administration.
Must also have successfully completed training in a related military field MOS 92Y- Unit Supply Specialist or 92A- Automated Logistical Specialist.
Experience : Individual shall have seven (7) years progressive supply and logistics experience in property management and customer support of a US Government property book account or an equivalent 7 years minimum experience in Retail Logistic Management, which includes five (5) years practical experience in performing accounting, inventory and property management functions.
Special Requirements : Individual must be fluent in reading, writing and speaking the English language, to include the ability to comprehend and interpret complex logistical technical data.
The individual must be able to qualify and operate Government-provided Class III light vehicles and qualify to operate all Material Handling Equipment (MHE) rated at up to 6000 pounds lifting capacity.
Individual shall possess skills to operate desktop computer hardware and software, to include Microsoft Office programs like Word, Excel, PowerPoint and other related software programs used by the U.S. Military.
